International Technology Engagement Strategy (ITES) is an initiative by the office of the Principal Scientific Advisor to the Government of India to serve as a platform for India to engage with key international partners on science and technology.
This prospective engagement is thought out to be based on an analysis of scientometric indicators and technology analysis. The ITES initiative focuses on the following areas:
❖ Technology-specific strategies for international engagement.
❖ Country-level strategies for international engagement.
❖ Bilateral Policy Dialogues.
Under the ITES initiative, a set of technology-specific strategies are being prepared by the office with an aim to augment India’s existing national technology initiatives. These strategy documents utilise various scientometric indicators to map a selected technology’s ecosystem and provide a comprehensive analysis for international engagement. These strategies act as outward-facing engagement mechanisms to augment and catalyse India’s domestic technology ecosystem.

Given Quantum Science and Technology’s (QST) transformative potential, its importance for India and 2025 being designated the International Year of QST by the UN, the first iteration of technology-specific strategies focused on QST. The report analysed the quantum ecosystem in India and the world through indicators like research publications, patents, workforce, investments and funding, startup and industry ecosystem and supply chain. Based on the analysis of these indicators, interventions are derived by the relevant stakeholders.
The ITES-Q was released on April 14 th 2025, to mark the World Quantum Day. The release was announced by the Principal Scientific Advisor to the Government of India, Prof. Ajay Kumar Sood, through a special podcast commemorating ITES-Quantum’s release.
